Background and Purpose of Request:

Authorize the County Manager or his designee to sign a Change Order in the amount of $775,199.00 for the conversion of the former jail medical unit into a behavioral health unit.
Over the last year the County has been working with Landry/French Contractors for the development of a new larger jail medical facility. The new facility adds bed capacity, negative pressure cells and a modernized healthcare facility for the inmates of the Cumberland County Jail.
In any construction project, a contingency of roughly 10% of the contract price was carried for the new medical wing. Through working with Landry/French and their ability to deliver a project on time and on price, the County now has the opportunity to explore the development of the behavioral health unit, a project cut from the scope during design due to the County’s inability to fund at that time. Now with the freeing up of the contingency funding, the County has the funds to explore the renovation of the old medical wing.
The means of contractual agreement will be through a change order to the existing contract with Landry/French, and SMRT keeping their crews at the jail to perform the added scope of work. We felt is was important for public transparency to bring this item to the Commissioners for their understanding and hopefully support of the additional work.
Funding Amount and Source: $775,199.00 ARPA Funding.
Funding will come from the County’s designated ARPA funds. In late 2024, these funds were permanently designated to the County jail’s medical unit project. If these funds are not used at the jail in support of medical services, the County could have the funds clawed back by the Department of Treasury.
