Agenda Item Request:

title

Appointment of City Councilor Kate Sykes to the 2025-2026 County Finance Committee for a Three Year Term.

body

Background and Purpose of Request:

In September, the County Commissioners conducted their annual finance committee caucus as required by State Statute.  Four names were brought forward in September.  Unfortunately, on the September meeting the City of Portland delegation were unable to attend the caucus due to a competing City Council meeting.  In October, the Commissioners appointed the two members from County Commissioner District 5, both coming from the City of Portland City Council.

A third member from the Portland City Council was brought forward for appointment, but a member of the public questioned the issue of correct precinct.  The Commissioners postponed the appointment until staff could further confirm eligibility. The issue, an issue I created by transposing the wrong precinct on the October agenda, stated the vacancy was Portland’s 5-2 Precinct.  It is actually, Portland Precinct 5-1, which is part of County Commissioner District 4.  Portland City Councilor Sykes represents Council District 5, which includes Precinct 5-1.  Commissioner Smith has expressed interest in appointing Councilor Sykes to the vacant seat in County Commissioner District 4.  Clear as mud, I know.

I have updated the Finance Committee roster reflecting the three appointments for October 20th’s meeting.  The appointment is in “red”.
