Background and Purpose of Request:
In May of 2023 County Staff presented to the Commissioners an ARPA budget the outlined our finical funding commitments to both our internal department heads as well as our community stakeholders. In totality Cumberland County has committed $57,300,874.00, of its available funding. Over the last two months budget adjustments were made to support ongoing cost overages of the County's internal project needs and our outlined herein.


By voting to approve the budget presented before you today, you will be formalizing our existing funding commitments, as well as adjustments made on behalf of internal departments seeking budget increase to cover the cost of project overruns. Staff have included one spreadsheet with two tabs for your review and approval. One titled Cumberland County SLFRF Budget FY24 which breaks down all of the funds committed to all ARPA projects and the other tab outlines the adjustment requested on behalf of internal projects.

County staff will still present on going budget adjusts to County Commissioners. Staff acknowledge that beyond today's approvals, from time to time, ARPA funded projects will need to make adjustments to their original funding allocation. Often these changes are a direct result of necessary modifications to the project's scope of work, and or changes within the consumer market. When this occurs County staff will have awardees of the funds present changes in writing to County Staff. Staff will then internally review the request and then present this new information to the County Manager. The County Manager then determines if the request should be brought to Commissioners for final approval. No changes to funding commitments will be made without final approval by the commissioners.
