Recommended Action:

First Action: Adoption of the Community Development 2023 Consolidated Annual Action Plan including the allocation of CDBG and HOME partnership funds. First Public Hearing held on April 10, 2023, Item 23-028; Second Public Hearing held on May 8, 2023. 

Second Action: Authorize James H. Gailey, County Manager to execute all required Certifications, Applications and Documents in conjunction with the submittal of the 2023 Consolidated Annual Action Plan.

Background and Purpose of Request:

Two public hearings are held concerning the 2023 Consolidated Annual Action Plan. The 1^st hearing was conducted during the April 10^th Commissioner’s meeting, Item 23-082, with the 2nd held at the May 8^th meeting.  The 2023 Consolidated Annual Action Plan describes the annual allocation of funds for CDBG projects and activities in Cumberland County and the intended use of the HOME partnership funds.

Final vote by the Commissioners adopting the plan is scheduled for the May 8, 2023 Commissioners meeting.  The 2023 Consolidated Annual Action Plan will be submitted to HUD no later than May 15^th.

Fiscal Impact and Source:

100% of the funds for the CDBG and HOME programs come directly from HUD. The Community Development programs should have no fiscal impact on the County’s general budget. The 2023 CDBG allocation is $1,547,514. The County’s portion of the HOME allocation is $511,781
