Background and Purpose of Request:

Under Title VIII of the Civil Rights Act of 1968, the U.S. Department of Housing and Urban Development requires that all Entitlement Communities conduct an Analysis of Impediments to Fair Housing Study within their jurisdiction and update this study every several years. Cumberland County partnered with the City of Portland to hire a consultant, Root Policy Research, to complete this study for all of Cumberland County.  The findings of this study can be seen as a tool for municipalities across the county to address zoning, land use, and DEI policies that may contribute to unfair housing practices.

Fiscal Impact and Source:

The study was paid for using HOME-ARP administration funds. The study cost $97,620.00 which was split evenly between Cumberland County and the City of Portland.
