Background and Purpose of Request
In February 2026, Cumberland County Staff issued an RFP for a software to aid in the budgeting process. Historically, the County’s budget has been prepared within a 60-tab Excel spreadsheet. Driven by the increasing complexities of the County budget, this move will modernize the fiscal process, minimizing manual reconciliation and publishing tasks, and establishing a scalable framework for future financial reporting. The County’s primary objective is to implement a robust platform that enhances technical efficiency while maintaining the continuity of its established 16-department budgetary structure.
The selection committee evaluated the five respondents: IGM US Holdings Inc, Concourse Tech Inc, Tyler Technologies, OpenGov, and Euna Solutions Inc.
While all vendors offered viable solutions, Euna Solutions Inc was selected by the committee as the top choice for the County’s new budget software, primarily due to its long-term cost benefit and features that align with our operational needs. Stand-out items include its usability, specifically the process for adding budget columns and its “budget justification” lines. Euna also provides the best “what if” scenario layout and a streamlined total compensation calculation for personnel, with seamless integration into the operating budget. Euna’s additional module for Capital Improvement Planning allows for project tracking and forecasting in a likeable layout similar to the operating budget.
Funding Amount and Source
Implementation and First Year of Service for Operational Budget, Personnel, CIP Planning, ACFR, and Budget Book Cost: $50,810.00
The software service is a planned budget expense and will be funded through the Strategic Planning Reserve and Finance Department Budget.
