Background and Purpose of Request
Two public hearings are held concerning the Annual Action Plan. The 1st hearing was conducted during the March 16th Commissioner’s meeting with the 2nd held at the April 21st meeting. The Community Development Annual Action Plan describes the 2026 annual allocation of funds for CDBG projects and activities in Cumberland County and the intended use of the HOME partnership funds.
Final vote by the Commissioners endorsing this plan is April 21st, 2026 Commissioners meeting. The 2026 Annual Action Plan will be submitted to HUD no later than 60 days after HUD releases the 2026 formula allocations.

Funding Amount and Source
100% of the funds for the CDBG and HOME programs come directly from HUD. The Community Development programs should have no fiscal impact on the County’s general budget. The 2026 CDBG allocation is 1,471,982. The County’s portion of the HOME allocation is $303,598.78 plus an additional $135,763 in program income and recapture.
