Background and Purpose of Request:

Background:  In the fall of 2018, the County entered into a new contract with Armor Medical, which replaced our old inmate medical provider, Corizon.  The contract has renewed on an annual basis following the first 3 year contract. 

Issue:  The new contract will be a decrease of $7,260 or $3,729,189 annually, almost exactly the same as the prior year.  This flat amount is the result of offsetting factors.

For FY 23-24 Armor reduced coverage on some day and evening shift positions due to the decreased inmate counts.  This was discussed during the budget process this spring.

These savings were offset by the continued need to increase wages for existing staff, and the inability to reduce other categories such as medications.  While the inmate population overall is lower, the remaining inmates are utilizing medication at a greater rate than in the past.

Fiscal Impact:  The attached contract will cause a decrease of $7,260 over the prior year, and has already been built into the current budget.

Recommendation:  Approval of contract.  Armor remains a strong partner for the Cumberland County Jail.
