Background and Purpose of Request

The Cumberland County Jail (CCJ) was built in the early 1990’s and all the cement floors have an epoxy-based coating.  The epoxy material is a durable product, and when properly maintained, can last many decades.  As the building is starting to show its age, the floors in B3 POD are in the worst shape.  There are large pieces of the floor that have become loose and are considered hazardous to both those who are housed there as well as the employees monitoring them.

This project went out to bid publicly, entertained three vendors for a mandatory walkthrough, and ultimately the County received two proposals.  The two parties who submitted proposals were from Epoxy Floors North LLC ($92,250) and Portsmouth Quality Flooring ($60,576.25).  Both proposals submitted their qualifications, means and methods of removal and reapplication, as well as the ability to successfully obtain security clearance for entry in the CCJ.  

The cost and our confidence in the presentation by Portsmouth Quality Flooring were the deciding factors in our decision to choose them. In addition, they already possess the security credentials to operate in the Jail.

Funding Amount and Source

Portsmouth Quality Flooring submitted a proposal for $60,576.25.  This will be funded by the County’s General Jail CIP fund.
