Authorize the County Manager to execute the attached Dispatch Contract between Frye Island and Cumberland County.

Background and Purpose of Request

Frye Island has contracted with the Cumberland County RCC for Fire & EMS Dispatching services for many years. Frye Island used to have their own Police Department.  When the Police Department dissolved the Cumberland County Sheriff’s Office provided Law Enforcement coverage for the Island with a contract Deputy. The community intends to stand up a Police Department effective May 15, 2026.

Funding Amount and Source

Revenue: For 2026/2027, the per capita rate was projected to be $9.30, totaling $4,341.00, plus an added IT Fee of $2,000, which they are unaccustomed to.

Adding a police department bumps the rate to $27.58 (as we do for all others), yielding a total of $12,870.67 (7 months) plus all IT fees.

Effective Date if Applicable

May 15th 2016 with a fee’s date of July 1, 2026.
